Bootstrap wasn't dead, and this doesn't surprise me (I actually expected this). He was one of the undead when they threw him overboard, so he could survive underwater for a long time. In the time he had, I'm sure he sawed through his leg or something (with you know, a swordfish, or sommat haha).
